Effects of loose cloth

Just wondering what the effects of loose cloth will be. At my local pool hall I can literally pinch the cloth and lift it about two inches off the table. The mechanic here is terrible. There isn't one table set up correctly. I am lucky that I have friends with Diamond tables so I don't have to come down here very often. Thanks in advance

One advantage is if you hang a ball on the edge of a pocket you can pinch the cloth and pull it up to get the ball to drop. This trick is better then busting a nut lifting the whole table

the slowest of all possible rolls. And it will be untrue sometimes too.
