Edit: I've used a very slightly elevated cue to do a pop-shot to eke the OB by a potential blocker, but I'm not sure if I've done it with a level cue. I'll try the next time I'm at a table, but it doesn't sound feasible without even a slight angle.

you can get 3 to 1 with a ball hanging in your opponents hole and the cue ball hanging in yours, all you have to do is get the cue ball on the spot so he has to kick long rail only to make his ball. to bad I wont be in Florida any time soon.
