Can Euro users give their opinion for the consequences of participating or not participating in the following events?

I ask because its pool related. The biggest concern being someone shows up and then are mobilized. Is it possible to be mobilized from Poland or Albania?

Its listed from a dot com http://ebc-billiard.com/calendar
However its maintained by Russia or the Russian state, not sure.

Sometimes in America they give away prizes but then its a trap. Its a well known law enforcement honey trap.

Its very common for recruiting stations to be located outside the country they recruit for.

I want to discuss this as a safety and general knowledge issue. I do not want this to be interpreted as a political post.
