The event is double elimination feeding into a single elimination stage of 32 players. Here are the 32 players who advanced to the elimination stage

What a great affirmation of Fargo ratings.

One question. The outlier that made the final eight; how many games are in that player’s rating/is that player’s rating robust? (I’m wondering if that player really over performed or had a rating based on fewer games and this performance might have been a clearer reflection of ability.)

That's Jose Delgado from Spain. I think his rating is fine, and he had a good tournament.

He has 1300 games in the system, including I think five tournaments in Spain since start of the pandemic. You will notice one top-16 rated player failed to make elimination stage--That's Souquet, who Delgado beat 9-7. Then Delgado beat Oliver Szolnoki and Ekonomoupolis 9-7 and 9-8 before losing 9-3 to Mario He.
