For the Fine control, look at the white as you strike it.
Shot making is the first aspect of control.
The shot making could be best with object ball last. 🤷‍♂️ Could be but not necessarily. Practice Practice and practice.

His eye brows telegraph his eyes as they move up and down.

either way is right if it works for you. i use both depending on the shot. if i need a precise but difficult hit on the cue ball you can be sure thats where im looking after i got my line. along with low draw shots.

Beginners should watch as much OB as practical. Even CBL veterans shouldn't abandon OBL. The actual shot needs refreshing daily. The idea with CBL after all, is you already aimed the exact shot; not the other way around.
 
The World Snooker ongoing is providing good looks at the methods of the shooters. Some like John Higgins telegraph the eye pattern with their eye brows. Some, like Mark Selby seem to have an almost unmoving yet all seeing gaze.

Higgins with his victory over Ronnie in a race to 13 demonstrated the power of looking at the white as it is struck.
Mark Williams on occasion will hit exhibition shots with eyes closed or looking away. He shows the power of building the shot from the ground up. Perfect platform and perfect delivery do the work. Having my eyes on the white at contact gives feedback. Knowing exactly what happened at the tip/ball interaction can provide insight as to why the balls did what they did. 🤷‍♂️
Object ball last could provide better shot making. For me cueball at contact provides more accurate cueball.resting placement. Better cueball placement means fewer difficult shots. 🤷‍♂️
 
Rail first shots will demonstrate the effects of the slightest variation in the strike to the white.
Concentration is king. Concentration and Focus are required to "get my mind right". My mind focused depends on the Big Eye......imagine the shot. And then just do it. Simple 😉 🤷‍♂️
