What is special about these Balls? I mean the IPT thing.

I am thinking it is the TV colors? Pink 4 ball, brown 7, etc?

I bought one of the sets. The only differences I've seen are the rings around the numbers are 2 Half circles, instead of one solid circle, and the cue ball's red dot is a black circle that says IPT in it.
