Trying to fix/improve the game and at the same time change the basic dynamics isn't going to work as you essentially make a new game. I think it's pretty obvious that the 1 ball has to be struck first and that the 9 has to be in the middle of the pack. if it's 9 or 1 on the spot doesn't fundamentally change the game, nor does any variation of break box. recognizing that 9 ball is to easy for todays pro players and that the luck element makes short matches boring is good arguments for going to 10 ball. Some of the suggestions so far is pretty silly, I could just as well say players would have to break with a blindfold or use their weak hand for the 9 ball pot.
I think the fear of loosing interest from non-pool players is a strange concern. If the game is 8, 9, 10, whatever is irrelevant. 9 ball supposedly being so exiting compared to other pool games that it's the only way to draw in crowds has always seen strange to me and I wonder what evidence there is for that claim. People watch all kinds of weird sports if it's lifted out of obscurity and I think we can safely say that many of these sports is as easy or complicated to follow as pool. Look at golf, what a boring sport to watch, but it pulls large crowds and sponsor money is thrown at players and events.
