So does this mean my piano w ivory keys can't be sold?

It is probably worth more as a piano. I guess you could make ferrules and inlays out of piano keys if you really wanted to. I don't think keys are thick enough for joints and butt caps.
Inlays perhaps, but not ferrules. Only the thin cap of the key is ivory.
