You have to use first class air mail non insured to go cheaper. You can register it for something like $12 bringing your total to about $20. I hate using any USPS service besides Express for international shipping as you can't track them and they can take weeks to arrive.

With the Paypal issues regarding tracking it's hard to choose this option unless you really trust the person you are shipping too.
