Forward or Draw

It depends on what you're comfortable with. Your goal is to float up a bit for the 2. I'd take follow on this shot because it is what I am more comfortable with as far as my angle in/ angle out shots.
 
I've heard both as well over the years. If you want the cueball to stick and the object ball is near the rail it's typically hit with follow (opposite of what you might think). Hitting more with draw would actually result in more overspin on the cueball rebounding off the rail and could cause the cue ball to float up table some. Follow will guarantee more of a stopping action, as long as the object ball is hit full.

In this situation you would hit this shot with top to kill the cue ball and send the 1 down table for a safety. I believe the decision of top or draw depends on the distance the OB is off the rail. If the OB is close to the rail then the the top snugs the CB back to the rail. I gather draw would have the opposite effect? IMO

That is the way I understand it also.
 
In this case, I would not go for the stick...I would aim to catch the 1 a little thin which would allow it to leak behind the 2. If I drop the 1 in the side, I have a potential shot on the 2...and a runout. See my cuetable below.

I know this isn't what you asked exactly, but thought I would throw that out there.

If you want the CB to stick, use a little follow...which looks like draw when it hits the 1 and it will either stop dead or trickle back to the rail. You'll need to use more follow the further away the 1 is from the rail. The limit for stopping the ball is the OB a few ball diameters from the rail.

People already answered it pretty well but I thought I'd add that this is one of the safes in Bert Kinister's "10 killer safeties" and he explains how you use follow. A few of the safes surprised me. There's a variation on this where you can drift the CB to the side while making it 'stick' a bit after the kick.
