He ripped it up twice, so it was technically worthless. My understanding is that at least half of the bill must be intact for it to be legal. Otherwise you could piece together officially shredded $$ which you can buy novelty bags of. I think I had a bag with $1,000,000 in officially destroyed US currency.
That's what's really great about this. Dude couldn't even spend the money. Dippy had the best side of that one!
On the other hand, I'm pretty sure tearing up $$ is defacing it which is also illegal, so...

Nah, as long as they can be pieced back together, the cash is still good.
If a business won't accept them all taped up, the U.S. Treasury will happily replace them with brand new bills.
