The 8 ball is overhanging the lip of a pocket, and there's a ball very close to it.The player who's losing wants to try to cozy up the nearest ball to the 8 for the stalemate(assuming no 3 foul rule). He intentionally fouls by placing the tip on the ball and gently inches it forward making the slightest contact with the 8. If he had had to make a legal stroke instead of the push he likely would have knocked in the 8. To me he should be penalized more than just a foul, possibly letting the opponent replace the obj. ball. Any thoughts?
