Glue question for gluing cores

The reason I use epoxy over foaming glue isn't bond strength. Epoxy dries hard and GG dries to a foam. Why would you want to add a insolating layer around your core to dampen your hit?

Don't sound and vibration travel better inside insulated tube ?
Just wondering.
