The only "book" on cue building that I am awhere of is Chris Hightowers. Dennis Dieckman has a number of editions of tapes on constructing cues.

There are DVD's put there sold by Brianna Products on ebay about cuemaking, incase you want another option aside from a book.

Cue Books

I heard that Kersenbrock produced a book. I have been unable to find the text. I also heard that Burton Spain wrote a book. I purchased Hightower's book.

Spain made a manual/journal in making full-spliced blanks.
Not a book as far as I know.
I've seen Kershenbrock's journal on making a saw taper machine but not on cuemaking.
I really wonder if one can learn cuemaking from a book.
 
I do not believe a person could learn to make cues from a book, or at least I know that I can not. However, I feel the books fill an information void when hands-on training can not be found.
For me Higtowers book solidified a few I ideas and confirmed some of my misunderstandings. I did feel that the diagrams in Hightower's book were lacking.
