hard maple shaft and weight bolt question?

Is it common practice for big manufacturers to make a 16 ounce cue and add weight bolts to get the weight up to 17,18,19 or 20 ounce. I am asking because I bought a low end 19 ounce cue and inside there was a 3 ounce weight bolt. If I was to buy from schon,schuler, mezz ect should I be expecting to get a weight bolt installed on these higher end cues. I assume the hit of my cue is similar to a 16 ounce but feels like a 19?

This next question ties into the previous one. How would I guage the quality of maple that is going into the shaft. Should the butt of the cue be made of the same quality of maple as the shaft to "make weight" and a bigger diameter joint and handle for a 20+ ounce cue?

For the cue makers my question is what is the test or specs that you use to determine the highest quality wood?
 
I see those giant weight bolts in a lot of production cues

That's common with production cues . They do not factor in the final weight when assembling the cue . They could have placed a 1 oz bolt between the forearm and the handle if they wanted a more balanced cue .
If that has a one-piece maple core , then they had no chance of adding weight at the neutral area ( the middle ) .
