Seeing that my curiousity about how us billiard players are ranked, how is one actually ranked as an "A" player? Is there a specific system that a player has to go through? Spill me the beans and help me out!

You can usually get ranked by playing leagues and tournaments. There are some people that might be able to give you an accurate handicap by watching you play.
However the best method for me is to match up with A players, shortstops and pros. You'll figure out where you stand pretty quickly.
