If I remember correctly the cue was made in the Mid-1990's.

I have seen some similar in the 94 series but not with the brown phenolic on the butt cap.

During the 90's Joss made Cues for a number of companies from Brunswick to Cuestx I suspect that this was made for a specific company However, if you have found similar cues from that time frame in my opinion you can base the cues price on that.
