Pin had me leading that way, also cue was picked up in Chicago years ago.

From the pics, pin is def not DPK/EY. It's oddly flattened on the thread edges.
That aside, perhaps Rick Howard? Kinda looks like his ringwork...

not even close to older or newer David or Ed cue. Pin & rubber bumper are not theirs.

Bumper does not look like anything I have ever seen from Rick.
