High run in a tournament

Just a brief question: we had a small tournament with a high run -competition in the side. One player ran 34 and scratched. Does he count in as 33 or 34 for the high run -competition?

Obviously the 34th ball doesn't count because he scratched on it (if I read this correctly)

If you take the -1 ball foul of the total then he counts 32 at the end of his run.
 
I meant he was on a run of 34 balls which would have given him the top spot by 1 ball (high run was 33 by me at that point) but he scratched on his next shot. I guess it's a run of 33 then. What makes me ask this is that if the player would have needed exactly 34 points to win the match, he'd have run 34 and never had a chance to scratch and lose 1 point.
 
If he had made 34 balls and then scratched on the next shot (which if made would have taken him to 35) then his run for this high run competition is 34.
In a match this would only get him 33 points off course but he still ran 34.
