it's still the WPA 9 ball world championship, they still have to fill certain WPA criteria in that tournament. but maybe representation isn't one of them ?

This is how it was done in the past. Each continental confederation got a quota of players to send. I think that for several years the North American member of the WPA (BCA) failed to fill its quota of USA and Canadian players and so its quota was reduced.
Beyond the confederational quotas there were other categories of invitations as listed above.
