The answer is I don't' know. I look at the shot and just feel how to shoot it. Sometimes I will draw a line from pocket through ob to see contact point and get down and try to hit that spot on the ball. When I do that I miss about half the time. I started about 25 years and I have always feel the angle of the shot. I look at the angle the cue ball and object ball will take. I get down I have feel the shot and not a certain spot but maybe fractional hits on the ball like 1/4 or1/2. Is this how you shoot by feel and can you play pro level like this?
 
A lot of players do the fraction thing, it's recommended in some books if I remember right.
And others sort of imagine how much the cue ball will "eclipse" the object ball when they connect.

Whether you call that feel or something else doesn't matter, but yes lots of players do that.
Probably some pros do that. I believe lots of pros (maybe most of them) just feel the cut angle from
past experience and seeing the shot thousands of times.
So yes, you can play pro level like that.
