I am not sure if any of these are close to Seattle or not but they are listed as being in Washington State.
I searched on Google under the terms Billiard Instructor.

Brad Hornshaw is an excellent teacher. He is PBIA Advanced level, and lives in the SeaTac area. Mark Avlon is another great teacher, but is a bit farther away. You can't go wrong with either of these instructors.
