Good backspin at short distances, but lacking draw at slightly longer distances, means not hitting the ball hard enough (not enough cue speed).

Or it means hitting harder makes you hit higher than you want to.

Good point. This is very common because many people drop their elbow more with more power, which brings the tip up. Either don't drop the elbow, or make sure it doesn't drop until the CB is gone.
