How to keep T Rails tight?

I have an antique Brunswick Saratoga and had the rails rebuilt by a guy in Washington. They were terrible and had to be redone. But enough of that story.

The rail bolts come loose and have to be tightened often:
How tight can they be torqued without damage?
Is there a way to keep them tight longer?

How's the threads on the bolts?
Are you using lock washers?
 
Thanks--- two great questions. Yes the bolt threads are loose and I never thought about that. The washers I was told to use are perferated ( I guess thats the term) around the circumferance.

I just ordered a new spanner wrench to tighten the bolts but am afraid to tight
en the bolts too much.
