I think you mean iTrader, eTrade is for stocks...
Anyway,
1) Find one of the person's postings
2) Click on the number representing their current iTrader rating which appears on the left side of the screen under their name, current number of posts, vcash, etc.
3) Click "Submit feedback for so-and-so."
There is also a sticky in the wanted/for sale forum that you can review:
