How to remove a tight weight bolt?

Does anybody have any tips they can give me on how to remove an extremely tight weight bolt? The cue is currently ~24 oz. and it has a 3/8" weight bolt removable with an allen wrench. I can't budge it at all.

If it's glued, you might need a solder to heat the bolt down to melt the glue. If it's epoxied, good luck.

This might work without resorting to heat. Put the allen wrench in a vise. Then put the weight bolt on the wrench and turn the butt with both hands.

Maybe the cuemaker didn't want you to be able to remove the weightbolt? Delrin buttcap perhaps?
