id help for a cue if you can

trying to see if anyone may know this what this cue is and the value estimate if possible

The wood looks like camatillo , which is a type of rosewood . Can't say who made it . The condition looks well used , new the cue would sell for $3 to $4 hundred . Now , whatever someone is willing to pull out of their pocket .:eek::cool:;)
 
someone told him it might be a richard black, the cue looks like a cuemaker that is just starting out and the cue is said to be about thirty years old, so could it be a black? doesnt look like any black cues i have ever seen which leads me to believe otherwise
 
I have see simialer ring work a few yers ago at a show. I keep thinking southeast or northeast, norwella cues I think from around 8-10 years ago I stopped going to the expo's but im certain around 2000-2001 when i stoped.
