Absolutely. It won't even need a new ferrule or tip.
The most important thing is to have it done to a taper you like by a competent cuemaker. I would start with 12.5 and give it a few weeks to adjust to it, before turning it down any further. It will change the playing characteristics of the shaft a bit too.
