Yeah, you can really do that shot with a little practice and 500 tries. He may have waxed the cue ball to keep the spin on longer. The game that uses masse shots the most is carom billiards and especially the "small games" where you just have to hit the two other balls (with some restrictions). In those games the masse shots are much softer and all three balls are controlled.
The shot in the video is not directly useful in play but the masse technique might be useful once a week or so if you play a lot and recognize the shot.
