Explain this to me. This is a Jacoby that's for sale on e-bay right now, a pretty stick, but this closeup......I don't know......is it the picture....is it suppose to look like that?

Looks like a spalted burl to me. Yeah it's supposed to look like that.

That inlay material looks to be either a stained or dye impregnated/stabilized type of burl wood or some sort of crushed/reconstituted stone material (like they make malachite, turquoise, lapis, etc. for cue makers to cut inlays from). Pics aren't too great, but either way, it's definitely an inlay.....

It's supposed to be spattered. It's dyed Wildwood.

fred is correct it is california buckeye burl stabilized green! and it is supposed to look that way. whenyou get the buckeye burl it is soft to the touch and you can dent it with your fingernail.so it must be stabilized! and the stabilazition only takes to about 90% and that is what you seeJeff said:Explain this to me.
