Installing a tip on a shaft with a slight roll

Can a tip be installed on a shaft with a slight roll (about 1/32 inch or less off center) with a lathe without decreasing shaft or ferrule diameter? Thanks.

If you have just the tip & ferrule sticking out of the chuck then that part will spin true...no problems.
 
The times when it does not spin true using Mr. Varney's method, you can use a shim to assist in truing up the spin.

Yes.
Use the live cup center.
Use the toolbit just to turn the tip round then freehand blade cut the edges of the tip.

I just try to do whatever It takes to get It rolling true out of the headstock. sometimes I shim, sometimes I use a cupcenter. I aggree freehanding with a razor knife while trimming the sides helps speed things up, and gets the tip nice and flush with the ferrule. It's a huge time saver for me.
One other thing though, is that If you don't crown the tip in the same position as you faced the ferrule, so that they are parrallel with each other, then the sides of the tip could come out uneven looking. I try to grab the ferrule closer to end with My chuck when doing these 2 operations to prevent that as much as possible. I usually only leave enough sticking out so that I can see if the end of the ferrule is rolling true, and so that I don't crash My carraige while facing. Doing a tip one can get by with this method, but when It comes to changing a ferrule It can become more involved if you want perfect results.:)
