Installing a tip with a fiber pad

What is the best way to install a tip where you are going to use a pad between the tip and the ferrule?
Should I glue the pad first and shape it on the ferrule and then install the tip? Or should I install the tip on the pad fists and then install onto ferrule?

I have always glued the tip to the pad and then the combo to the cue. I would guess my way could be a problem if the tip was close to the size of the ferrule. You could hold the tip in the lathe and trim the pad.
 
I do the opposite of Roy. I glue the pad to the ferrule then glue the tip to the pad. With that said, I only use a pad on ivory ferrules.

I agree. Pad glued to ferrule, after both are faced. Then face other side of pad on lathe and install faced tip afterwards. Everything faced perpendicularly to centerline of cue. Most uniform hit in my opinion.
