That looks like a nice lightweight design. Ball-turning (radius-turning) attachements for lathes are one of the most common shop-made tools. A search will come up with many different designs. I made one with a worm gear to move the cutter, works well. It looks like this guy has taken his semi-commercial. I agree it might work well for tips. With the way the cutting tool advances by hand I don't think I'd use it to cut stainless or titanium, but it should cut leather like butter.

I have something similar that Porper makes. Slides right into Morse taper of tailstock and I love it.
