Billiards as a sport isn't qualified for Olympic competition.

I read about a requirement on how another sport is petitioning for IOC approval, but lacks the proper infrastructure.

Billiards lacks the anti doping and testing requirements.

In fact at least one billiard player has failed a WADA test. Why do you believe that the program is not in place?

Further, the WCBS is recognized by the IOC.

So, I think you need to do some more research.

I believe you. I am just the link is down. I believe the program could be compared to bodybuilding competitions.
