Is a miscue a foul?

Along with some other "Old School" rules like placing the rack on the table to determine if a ball is in the rack or not, as well as re-racking if an object ball is pocketed during a new rack. There seems to be some debate.

Whether miscues should all be considered fouls has been discussed extensively on AZB recently. Here is that discussion. Bottom line: miscues in general are condoned as simple mistakes and are not fouls even though there is a lot of evidence that most of them are more than one stick-ball contact.

The rules of 14.1 require an outline to be drawn on the table. In/out for the break ball is required to be determined by the position of that outline. If the line is not drawn, you have to do what you can to determine in/out for the shooter who is trying to plan a run.

The rules allow the balls to be reracked if the break ball is pocketed on a foul or safe and the rack has not been contacted.
