Is it illegal to mark the table in APA?

The division manager in my local league confirmed to me that it is legal to place the chalk on the rail as a target, as long as it is not touching the felt.
He also said it is legal to make a mark with the chalk on the surface of the table, such as a dot, line, or circle. So you can draw on the felt but can't place the target chalk cube on it. Go figure.

My thought is that the APA is for beginners, so they implement rules to help beginners in their matches. I would bet you find this activity is not allowed in the BCA.

I wish there was a BCA league near me. This APA stuff is good for getting my girlfriend involved, but I need something more...
 
I don't care if my opponent pulls out a protractor, compass, tape measure, straight edge, laser pointer, calculator, pieces of tape or whatever.. He still has to execute. If that's what it takes for him to get the job done, then so be it. I might not appreciate waiting 10 minutes in between shots, but it could be worse... If he takes less than a minute between shots, I can deal with that. It just doesn't matter. Everyone plays the game different and everyone has their own little devices that they use to help them. On some shots in particular, I may lay the tip of my cue down on the cloth at the base of a ball to view the reflection of the ferrule on the surface of the ball to give me a contact point. I've never been told that it is wrong to do so.. So what? Does this mean I'm cheating? I still have to make the shot. It doesn't mean that I couldn't make the shot without going through this process, but it is just something that I do to stay focused.
