Is it 'normal' for the cue ball to jump off the rail on an 8' valley (or any table) when shot at reasonably normal speeds?

I complained about poor maintenance on a venue's 8' Valleys. For example, a table length kick shot at just above pocket speed for a ball in front of an end pocket. Would you expect that the cue ball would 'hop' very noticeably off the rail? Our league operator says that's the way Valleys have always played. Is that true?
 
No, that's not normal. I don't know the first thing about table mechanics, but I've played on a million Valley tables, and I know the balls hop on shitty tables and they don't on well maintained tables.

Now I'm stumped. Our LO is sticking to his guns and says that's just how they play. All the valleys in our area, not just this venue, even right after table maintenance. It's blowing me away.

APA yes, big cue balls, no. The side pockets also reject clean shots with even medium force, but I can live with that. However, not being able to trust the end rails just doesn't seem right. @Sheldon What was the verdict in that thread? Not sure I caught it. A design flaw or an installation problem?

What is the best way to measure the height of the cushion nose? Wooden ruler? What if your cloth plays like shag carpet? Do you just press hard as hell and hope it bottoms out on the slate?
 
We had a bar here in york that had 4 valleys that played pretty fast and with medium speed the ball would pop in the air off the rail. We always thought it was the wrong rails on the table but I don’t know if anyone ever figured out why

I believe it's the cabinet. I've put brand new rails on 2 tables side by side and had to shim the rails up on one and not the other. Only thing that makes sense is that the wood not being plumb where the rails bolt up causes the nose to dip.
I cut thin wood shims about 3" long and put them below the bolts under the rails. Hit them with a glue stick to keep them from coming out.
You can loosen the bolts and raise them up and re-tighten, but they will eventually go back down unless you shim them. Be careful not to over tighten the rail bolts, 7 ft. lbs is what I put them at.

What about wrapping cloth around to the bottom of the slate, wont that cause the slate to sit high in the cabinet causing the rails to be too low??
