Is LTP universal rule

Yes, in Canada growing up as a teenager loser had to pay - $ .25 - yes 25 cents per game and the loser had to pay! sometimes we split it winner paid a dime and the loser fifteen cents:grin:
 
Is LTP (Looser to Pay) is universal rule or only in India?
In the US, it is sometimes the winner who pays, especially if the cash bet was large. In a casual game without discussion in advance, it is split time (each pays equally regardless of score).
 
People do it in Hong Kong too. I'm assuming they do it in China too. As a Chinese-American, I know how the Chinese like to gamble. :wink:
