Is There a Rule for this?

In nineball--suppose a player kicks at a ball and misses, and as the cueball is traveling down table, toward a group of balls, the player grabs the cueball while it's rolling. It is already a foul for missing the hit, but is there any additional penalty for grabbing the cueball while it's still rolling?

3.29 SPECIAL INTENTIONAL FOUL PENALTY
The cue ball in play shall not be intentionally struck with anything other than a cue’s attached tip (such as the ferrule, shaft, etc.). While such contact is automatically a foul under the provisions of Rule 3.19, if the referee deems the contact to be intentional, he shall warn the player once during a match that a second violation during that match will result in the loss of the match by forfeiture. If a second violation does occur, the match must be forfeited.

This doesn't cover all of it since this is a "caught cue-ball" rather than an "illegally struck cue-ball". However, in this instance, the integrity of the game is completely lost since the cue-ball would have undoubtedly changed the layout of the table. I would expect a BCA referee to rule it a loss of game.

I strongly agree. Otherwise, what would stop me from catching the cue ball intentionally after a bad hit because I felt a) the cue ball was going to run into the nine and knock it near a pocket, or b) the cue ball was about to break a cluster that might make it tough for my opponent to run out?

Yes, agreed. Catching a cueball intentionally can be compared to making a bunch of clusters using your hands after you scratched. Definitely a loss of game and a warning for an unsportmanship conduct.
