Is this a foul? Not intended use of equipment?

WPA Rule on Equipment:

1.3 Player’s Use of Equipment
The equipment must meet existing WPA equipment specifications. In general, players are not permitted to introduce novel equipment into the game. The following uses, among others, are considered normal. If the player is uncertain about a particular use of equipment, he should discuss it with the tournament management prior to the start of play. The equipment must be used only for the purpose or in the manner that the equipment was intended. (See 6.16 Unsportsmanlike Conduct.)

I would say it's a foul.
 
Given what you have said above, just which rules should be enforced and which rules should be ignored? We may be able to get the rule book down to just a couple of pages if people can agree on what rules are necessary to enforce. If we don't enforce the rules then we don't need those rules.

I agree there should be a set of rules that make sense....
...it allows two people that don't even like each other to compete.

But how I enforce them might be different.
I've played in many tournaments where concessions were not allowed...
...penalty was loss of the next game.
If they raked them, I would just remind them not to do it anymore.
As to the chalk placing, I feel more like Shinobi....the time factor is aggravating...
....the chalk will not help him win.
