Is this a foul?

Man has 9 ball shot. Cueball close to 9 ball. When he cuts the 9 ball in the cueball comes off the rail and hit his stick. I call foul. He says no. Who's right?
 
FOUL.... The shot is NOT over until the cue ball stops! the cue ball hitting his cue is just like it falling into the pocket...
 
Tough call. Anybody who bets $100 should know the rules, so I would be inclined to say he has a high probability of further trouble. But then, them's the risks of playing for money.

I also have to agree...You got quite a good array of answers the first time there was absolutely NO reason to repost it again...you got your point across...someone screwed you over, maybe you lost some money maybe you didnt we dont know...but its not like your the only one it happens to...if you play pool on a constant basis its going to happen all the time...some people are just shady and no good out there...AZERS are more than happy to answer your question and give you our input on it if you ask...but if you ask again ESPECIALLY the same day...its just going to piss people off and probably give you bad rep.

In fact if the cue ball touches any part of the player including the cue until it stops rolling it's a foul. If the cue ball is just sitting there and it is touched by any part of the player or cue stick it is a foul'

Only exception is when the player has ball in hand, you can move the cue ball around with the cue or your hand as long as you don't touch it with the tip. Once the tip has made contact it's a done deal.

At least that's my thought on the subject?
