Is this a foul?

I say foul. He shot the 2 without spotting the 10. That is the foul part in itself.

Furthermore, it didn't look like he forgot, but rather that he got lazy and didn't spot the 10. Because as soon as he hit the two, he knew it was going over the "spot" and after the shot right immediately over to the ball return to get the 10.

Rule 4-5-1-b: If the 10-ball is illegally pocketed but not noticed by either player, and any shot is taken before it is noticed, the game will be re-played with the player who broke
breaking again.

Actually, this is kinda interesting.
And who actually knows what specific rules were used for this tournament.
Whenever I'm in a handicap 9ball tournament giving out a spot, the weight ball if it goes down on the break, has been spotted immediately.
In one pocket, balls are spotted at the end of the turn, and if you snooze, it has to be one full inning from whenever blah blah blah.
But this is the actual money ball, and then he fires the ball over the spot where it should have gone.
I have no idea.
But to err on the side of caution, I would have to call a foul.

AND IF JASON KNEW IT WAS A FOUL AND DIDN'T SAY ANYTHING...MUAHAHAHAHA!!! :D

DAMN!

But pocketing it on the break isn't illegal so it's a snooze situation.
So I would think some type of "same rule, different rule number" for this particular situation.

It's not a foul, but it's not a legal way to pocket the 10 ball.

Considering that it could legally be made at any time after the break (if it's called), I guess it would have to be spotted right away.

Well, it's not an illegal way either, technically.
I think. LOL
If they are playing 10 doesn't count after the break, and spots up, it counts as a ball pocketed so that the player continues shooting, but spots up immediately so they can run out to it because it's not an automatic win.
But Jason didn't do that, so I would think it IS a foul.

Hhmmmmmm.

It's a mystery.

By definition if the pocketing of the ten is not legal, then it is illegal. Pocketing the ten legally wins the game.
The guy in the zebra shirt is supposed to spot it. He is racking for them so it appears he is a full time referee.
 
I like how snooker handles these situations...

It is up to the shooter to see that the table is in order every time he shoots....
....even if the ref made a mistake.

So it would be called a foul at snooker, and I agree with this.

'course, if he is allowed to keep shooting 'cause everybody is still sleeping it....
....then I think a rerack is okay.

I have seen it discussed regarding the 8 ball made on the break and not noticed in the game of 8 ball. A little harder to sleep the money ball in 9 and 10 ball.

I've seen this come up before, not sure if it's a 'between players' rule... if the 10 goes in on the break, and respotting it hinders the first shot, it's respotted AFTER that shot
immediately, I guess giving the breaking player a chance at the first shot?
