Is this the proper execution of this shot?

There is a follow shot that you hit below center, but it's the opposite of a "force" follow. The "stun-rollthrough" shot is used when you want the CB to be moving with enough speed to pocket the OB (or to avoid rolloff on an imperfect surface), but only want it to follow a relatively short distance. You hit it below center as if it's a stop shot on a "ghost" OB a little ways closer than the real OB - that way the CB has enough time to begin rotating forward but not enough to be rolling fully when it hits the OB and will only follow through a (hopefully) controlled amount.

It takes quite a bit of practice to perfect.

1- it would be nearly impossible to execute a stroke where the tip is higher than the butt...unless the cue was only a few inches long.

B: what is force follow? Is it where you apply max top and hit hard, causing cb to delay a moment after contact with ob, then spin takes effect? Or is it where you use little hi ad th cb just goes a little fwd after ob contact? I'd say it is the former of these two.
 
Does that mean to hit a good draw shot I need to strike high on the cue ball and then lift the back of my cue to swipe lower on the cue ball??????

Yes, for a good draw shot hit high on the cue ball and go down through the cue ball as you are stroking.
