I personally think if the promoter doesn't have the cash in his own bank account (or his business's LLC account), before even thinking about the event, then he should not be a promoter. He should not rely on the gate, or the advertisers, or whatever, to put on the event.
Here is my rationale: If someone is a successful business person, they would have amassed a certain amount of wealth from prior endeavors, whether pool or otherwise. This is kind of proof that they have what it takes to make something successful, and have had experiences before with everything running a business entails. They can then use this money to be the front money for a new business, whether pool or otherwise.
If the promoter does not have this amassed wealth, that means he is a bum (from a business standpoint), and he has no place to be a promoter.
The WPA's job should be to vet that the promoter is not a bum, and then to give assurances to the national organizations that their players will be safe.
