Hi this is an italian billiard game, popular in Italy and in South America but not that much in the USA..
it is a game played in a billiard table 5x10ft pocketless. Here in wikipedia you can find lot of information, rules, equipment.
The objects of the game is to knock the pins in the center of the table, with your cb you must hit the opponent cueball and knock the pins. If you hit the pins with your cb you lose the point depending on the values of the pins.
Italian billiard also is a game of rotation, even if you score points you can't stay twice in a row at the table. This means every shot you play it is a two way shot, you make points and try to make a safety. The red cueball is a neutral ball and it is used to snooker the opponent or to score more points ( you can read about this in wikipedia). In this game is very easy to see 3-4 rail shots, 4 rail kick shots, massè shots, and jacked up shots.

There is even a 8 ( or more) rail kick shot called "Ottavina reale", this is from a movie but is very hard to find it in a match:
