The way I read the story is that three African nations were agreeing to lift their bans on the sale and export of previously existing stockpiles of ivory. It indicated that it was a temporary lifting of their ban. It indicated that no new ivory was being harvested, only selling some existing stock. It also said nothing about what any other countries would do about whatever ivory bans they have in force. The US for example, has it's own ban on the import or export of ivory which has nothing to do with whether or not any other countries decide to sell some existing ivory stockpiles. Of course I could be wrong...
