I might be dumb but how could the weight of the ferrel have any influence on the cue ball. After all most folks play with a cue with a mass of at least 19 oz. Any ferrle would weigh a minute fraction of that. I play with ivory.

The amount of deflection depends exactly on the tip and the ferrule weight and nothing else. A scientifically proven fact. Add more weight - more deflection, reduce weight with light materials or drilling a hole inside the shaft front - less deflection.
Personally, I once had a chance to try a Cognoscenti with two identical shafts with the exception that the other had an ivory ferrule on it. I preferred the hit of the ivory ferrule, I think it felt more solid. My own playing cue Tim Scruggs has an ivory ferrule and I love it It's easier to keep clean as well...
I swapped a cue for a couple of shafts for my Schon and one was a Schon iv, ivory ferrule. I like it, maybe it depends on your style of play as to whether it suits you or not.
