If my cue has a 5/16 x 18 joint pin, will a 5/16 x 14 shaft fit? I am unclear what the 14 vs 18 represents, is that the length of the pin or the threads per inch?

no, dont try it, you'll mess up the threads
the 14 and 18 represent TPI, threads per inch
