I have a Palmer with the same butt cap.
Tate said the cue was made here in the U.S. from left over parts in the shop.
I'm not sure of the age, but I think it's from the 80's.
The butt cap probably had a Palmer sticker
Palmer made some production runs of non-catalog cues designed to be sold as stock in the Palmer shop and sometimes they were distributed as stock to be sold through dealers. They were made in the New Jersey shop. This one looks like mid to late 1980's because of the decal over foil (most of them have imprinted foil). This is a pretty typical example with the KPS forearm, butt configuration with the pearlized buttcap. They come in a variety of colors.
I have a couple but to be honest they're not really my favorite Palmer examples. I have seen them sell for $400 - $500.
