cue ball frozen to the object ball,player attempts to bank the object ball straight back by elevating the cue and striking the object ball at a 45 degree angle. "LEGAL or FOUL ??????
 
When the cue ball is frozen to the object ball, it is not a foul to stroke through the cue ball, these is no double hit.
So from what you describe, it should be OK

As was pointed out, by the World Standardized Rules of pool, it is not a foul to shoot towards a ball the cue ball is frozen to. What rules were you playing by?
